Earlier this quarter, China’s National People’s Congress released the second draft of the new “Managing Foreign NGOs” law. Like any industry, operating organization within China’s nonprofit sector can have its difficulties. This new law will put foreign NGOs, which were previously under the administration of the Ministry of Civil Affairs, under the supervision of the Public Security Departments. The Department of Civil Affairs has overseen the social sector for many years and experience has been accumulated in developing and reinforcing regulations. As with any transition, we anticipate the growing pains that may occur during the transition of management between departments.
